My transfer order was issued 7 months ago after the completion of hard area tenure with a direction to relieve me immediately and subsequently later transferring authority also posted another official in my office (though there was a vacancy also, but it was not mentioned that the posting is done in the existing vacancy), but still relieving authority is not relieving me citing the reason that substitute is not available. However, head of my department has already issued guidelines to relieve without waiting for the substitute and in my case even another official is available still I am not being relieved. I have already submitted representation to the transferring authority, but still no action.

A.Dear Client,
solve this issue by talking to the head of the department or try to represent to the transferring authority once again strongly.

A.Dear Client
If you are not being relieved then send a letter to your HR and copies to MD and the staff/officer union on the matter. If no body comes to your rescue then you can file an application either in Administrative Tribunal or High Court depending upon the jurisdiction.
