A.your right to remedy lies with the high court. file a writ petition. If such demolition took place without serving a notice of demolition upon you, and you were not given an opportunity of being heard, then you are entitled to get compensation for damages done.

A.IPC does not apply to your case. The laws that will apply will be the laws relating to the Town and Country planning and the laws relating to Municipal Corporation. First you will have to exhaust your remedies before the administrative and quasi judicial authorities before you can even file a Writ Petition. This is a specialised branch of law and you need to approach a local lawyer who specialises in the same.
