charged for CCTV footage

I was charged by the secretary for retrieval of the CCTV footage when requested regarding loss of an personal item. previously similar incidents were supported by older committee free of cost. However this time it was made to be retrieved by the company person ONLY and his visit charge made mandatorily payable. The cost could have been avoided, but sheer non-cooperation was the reason for not doing the same for free. how can i get the decision reversed ?
