Seller denies refund but agreed first

Hai,
I have recently purchased a course online using my debit through Razorpay
Mistakenly i have used my debit card instead of credit card to make the transaction
As soon as I got know I used debit card i reached to merchant and explained him the situation at first he is ready to do the refund
He keeps telling different stories every day but now he is saying he won't refund saying that we have no refund policy
He sent me a Google doc 3-4 months back when enquired about the training and in the doc it is mentioned at bottom "no refund"
But I didn't purchased back then and brought the course on July 20 2022
On the day of purchasing course he didn't said anything about refund
Also I never accessed the course because of refund request
The course is only accessible if they add my ip's on their server but i never send them any ip's it means I never accessed their course
I have proofs to backup my statement
Can someone help me to get my money back ?

In future you may avoid online payments and getting online coaching it is creating mass unemployment. You may get issue a legal notice and threatened to approach Consumer forum to claim not only refund but also huge sum towards mental torture.
