My hold salary is not given to me

I have served a notice period and according to a glitch (stated by employer HR) I received an email of exit date a month before and approval of exit with all seniors in the email loop but they refused to accept my resignation at a given date and hence I left because on the base of that email made some personal commitments and left. Spoke to the owner and they said to leave and return the office laptop after 45 days when asked for the salary they said deducted penalty which is wrong as that was not my fault. Doing complete work from home and multiple times asked on email for full details and no one informed me in last 45 days and never replied. Kindly suggest what I can do as the amount is around 30k is there a way to get it without spending much on legal expenses? Threatening for giving negative feedback was also given to me.
