Execution case and NBW

My case is under execution in state consumer forum, and court has already issued NBW against OP (builder). But OP not making presence infront of court, even after issuing of NBW. The OP's lawyer appear and always asked for next hearing date to delay or postpone the process or OP changed the lawyer meantime.
What should I do ?
1. Can consumer court ask respective police - why OP is not being presented in front of court or why not being arrested?
2. Is there any time limit for arrest of OP?
3. Can court order respective department to figure out assets on OP's name- so that it can be attached for recovery process!
