I am currently working in tcs, i recently completed an external certification as instructed and organized by tcs, but later i came to know that i need to be in tcs for atleast 12 months otherwise they are going to recover the amount from me. I asked my supervisor beforehand verbally but they didn't inform me the clause anytime verbally or via mail. I am expected to receive a job from govt sector within 4 months and want to avoid that amount. What should i do

In this case since you are going to join a government sector job hence you need to sit with your reposting manger and discuss the matter amicably so that you are properly released from TCS to join the next job.
Better to talk to them and settle this than going legal in any way
