These kind of loans with usurious interest and extortion is illegal and you can refuse to pay the interest in place of your father. If he threatens you then you can also lodge a police complaint

A.Dear Sir,

Ask the lender to file Civil Suit for recovery of such amount if he is legally entitled. Lodge complaint against him as he is taking law in to his hands and forcing your father to repay the loan.

A.Dear Client,
You don't have to be scared. Kindly clarify the following:
1) How was the loan taken? when was the loan taken?
2) In cash or cheque?
3) Did your father sign any documents?
4) When was the last payment made by your father?

If any person is lending money illegally(that is without any documents and high-interest rates), that person can not take any legal action against your mother by any law until and unless they have some documentary proof regarding the same. If there is any harassment by them against you or your sister then immediately file a complaint against them before your local police station. Don't pay unless he has some documents to show.
