Refund of second NEFT transaction

I had paid for Indian association of Physiotherapists delhi branch physiotherapy registration fees of rupees 9440 twice accidentally through NEFT requested for refund many times not yet received can I file police complaint against them since not returned since 60 days

A.If you have the valid transaction receipt, then you may send a legal notice to the authority for refund within a specified time (excluding holidays) and if they fail to comply then you may sue the same authority for not refunding your legitimate money.
