usage of land from agricultural to residential usage of land from agricultural to residential

My wife is a farmer, she owns 3.5 Acre of land in UP. I have two simple question, can we build a house for our personal residential purpose on agricultural land or not. If yes then, is there any limit like area, constructed room etc. If not then what is process to get the approval for usage of land from Agricultural to residential. It would be great if anyone can give me the reference of law where it is mentioned that farmer can use his land for his/her residential purpose.

A.Dear Client,
Agricultural land cannot be utilised for residential or commercial purpose except on conversion of the same into non-agricultural land.
If you convert your agricultural land into non-agricultural land then only it can be used for residential or commercial purposes.
