About land conversion for construction of residential complex in factory land at Howrah West Bengal

I recently booked a flat in a under construction residential complex in Howrah Town. While checking the documents, I found that the land is industrial in nature and the builder/developer has applied for conversion. They are telling that the process is getting delayed as the Municipal body of Howrah Town is vacant since long. I liked the position of the society so much that not willing to lose the opportunity to hold a flat in that complex. Many reputed persons of the locality have already booked their flats in that society. All other papers of the builders are in order. I also found that in surrounding locality (Foreshore Road/ Shibpur/Shalimar) many residential complexes has grown up in industrial lands and their conversion/mutation were completed. Meanwhile the builder is asking for construction linked payments as per payment terms. How much appropriate it will be to go ahead with the decision?
It seems it is a complicated matter and better you cancel the deal and search for another property. It involves so many issues like industrial property can't be used for construction of residential apartments etc.,
