Surname adding

My son is studying in Class VIII in a private school affiliated to CBSE .So before the registration process of boards exams which usually takes place in class 9th we decided to add surname in my childs name and as per rules we have updated the same in his aadhar card and also provided affidavit for it to school so why this hazard like situation school is creating .The school is asking me to follow all those procedure i.e. Affidavit signed by Magistrate, publish in two news papers and then get it published in India Gazette. In fact these procedures are followed if the applicant's 10th certificate is issued already (as per CBSE revised rule 2015). Don't understand why I have to do all these things for a Class 8 student!
DOCUMENTS REQUIRED FOR NAME CHANGE / GAZETTE
1) PHOTO : One Passport Size Photo
2) IDENTITY PROOF : Pan card or Passport or Driving Licence or Aadhar Card or Voters Card (ANY ONE)
3) ADDRESS PROOF : Ration Card or Aadhar Card or Electricity Bill (ANY ONE)
4) AGE PROOF : Birth Certificate, School/ College / TC leaving Certificate, (INCASE OF MINOR BONAFIDE CERTIFICATE with SCHOOL IDENTITY CARD)
5) AFFIDAVIT : ( If Any Made for any reasons like Numerology, Astrology, Marriage, Passport, Adoptions etc )
6) APPLICATION FORM : Duly Signed Application Form with OLD & NEW SIGNATURE other details like Old & New Name, NEW Correspondence address, Contact Details & reason for Name change
7) CASTE CERTIFICATE (IF ANY) : SC/ST/NT1,2,3
8) LEGAL DOCUMENTS (ANY ONE OR AS APPLICABLE) : Affidavit / Marriage Certificate/ Nikah- nama / Adoption Certificate/ Divorce papers/ Divorce Decree etc.
9) MOBILE NO. : For OTP
10) EMAIL ID : For LOGIN & GAZETTE COPY

Revised rules in case of the name change of a student in the CBSE Board includes -
Applications regarding changes in name or surname of candidates
may be considered, provided the changes have been admitted by
the Court of law and notified in the Government Gazette before the
publication of the result of the candidate.
This law is applicable for or the students appearing in the Board.
The declaration before the First Class Magistrate, is compulsory. It is advisable to follow the procedure asked by the school.
