Refund from CSAB

We JEE Mains qualified students after not getting any seat from JOSAA Counselling, applied for CSAB 2022 by paying a fees of RS 38,000. As per CSAB if a student doesn't get any seat even in CSAB then his/her money will be refunded after deducting a charge of RS 3,000 which is counselling fees. They issues a circular on CSAB Portal that all the refunds which are applicable will be done till 31st December 2022. Today is January 5th 2023. Now they are not even responding for the call and E-mail. What should we do ?

Dear Sir,
You may get issue a legal notice and thereafter approach the Consumer Forum and to get the amount refunded.
