Apartment association stops water supply

I own an apartment in seven hills charriot apartment, bagalur road, Hosur, Tamilnadu. Apartment is constructed in 2016. Now association is decided to paint and collecting money. I am paying maintenance fees monthly basis regularly for water, lift, common utility lighting and security. Now association sending message that if painting fees not paid within 10 days, water supply will be stopped. Is there any legal way to handle this?
They cannot stop water supply for non payment of paint fees unless they ,mentioned t5he same in the by laws. So kindly file a complaint.

Sir, they are sending notice that they conducted association meeting on Jan 10th 2023 and all members decided to cut the water supply for those who didn't paid for painting fees. Every time they do the same. No notice about association meeting date, but after that they will announce some money to pay for this and that, and will send same like this to stop water supply if not paid. Already every month they are collecting maintenance fees as 1500rs every month for lift, security, common area lights, water.
