Court Clerk not accepting certified copy application from party in civil case.

Court Clerk not accepting certified copy application from party in civil case which was disposed off in 2006. He is asking to submit the application via a lawyer. Chapter 29 of civil manual clearly states that
" A party to any proceeding may, on application on the prescribed Court fee, made to the Court having the custody of the record, obtain a certified copy of any judgment, order, deposition, memorandum of evidence, or any document filed in the said proceeding. The application may be made by the party himself or by his recognised agent or by his pleader or Advocate and may also be sent by post"
