Non issuance of LLB degree by HP University

I was regular student of 3 year degree course in Pvt college affiliated to HPU during 2019-2022 session. Due to ill health I could not appear in any paper in second semester held in Sept. 2020. While appearing in 3rd semester I also appeared in second sem paper for which university declared the result & cleared all second semester papers in subsequent sessions. Subsequently, also Univ permitted to appear in all semesters and I completed the LLB course in Dec 2022. As advised I also submitted medical certificate justifying absence during Sept 2020 exam but still university, refused to issue Degree stating that I did not appear in second sem even in single paper during Sept 2020 hence degree cannot not be issued Pl advise the remedy.
If the college is not releasing your certificates, send a legal notice to the college through a lawyer and demand the certificates. If they do not release the certificates, file a complaint in the jurisdictional consumer forum where the college is situated and proceed further.
