Delay by police

I had filed a complaint against my husband and inlaws 4 months ago they called us for counselling,then for byan then from women cell file went to dsp then ssp now ssp has called dsp to explain him the case before passing FIR. Is the delay normal or there is something fishy? Is the SSP not sure therefore calling DSP to explain the case or is it normal?
