Is Transfer Fee Payable to Housing Society in Maharashtra?

I bought my flat in Mumbai in Oct 2010. It was a 2nd sale. Housing Society was formed subsequently in Dec 2010. They did not release our share certificate inspite of several verbal requests as society was under administrator. Now in 2023 the society is asking for a transfer fee of Rs 25,000 in order to release my share certificate. The 1st owner of the flat is not traceable.
Is a society allowed to collect transfer fee in case of a 2nd sale (given that the 2nd sale was before the formation of society)? If yes, what other documents do we need to submit to get the share certificate?

A.Hello sir,
Housing society transfer premium has to be paid by the new owner at a fixed rate (Rs 25,000) or at the rate which is predetermined at the general body meeting, whichever is less. It cannot exceed the amount decided by the Department of Cooperation or the State government; it may be revised at different times.
