Regarding Different Bond Submitted

Let's say a person's father submits a rural service bond to a government medical college that the person will join two years of service under state government after completion of MBBS Course but the bond submitted is not as per the admission rules of the year of admission . And the proforma of the bond which is there in the rules,college didn't asked for that proforma to be filled.
Neither The bond submitted nor the bond proforma in the rules is in the name of Governor which should be there since it is a state government bond.
The bond submitted by person's father also doesn't mention recovery of money if service is not done .
A clause in the rule say that person has to do bond compulsorily and no recovery amount is mentioned in that clause nor in subsequent clauses but recovery amount is mentioned in the bond proforma given in the rules which was to filled by person but college didn't asked for it so will the person has to do service??
The person himself has not signed any bond
While interpreting an agreement or legal document apart from the content of the document the intention of the maker and executor is also brought into the scenario. It is well known that for MBBS the candidates are mandatorily needed to serve the rural areas in scenarios like yours. If you do not do this and later on in your career this might create a trouble.
It is suggested that you show your bond document to a lawyer and seek further clarifications.
If the person himself doesn't sign the bond but has given the consent for the bond and if the documents are signed by someone else then the ordinary process for other documents such as letters, forms or general legal documents is that you write ‘p.p’ before your signature, to demonstrate that you are signing for someone else. If these kind of things are there then the person is himself liable for bond.
