Recovery - society is in Mumbai suburbs

Our society is in mumbai suburbs. At present we have an administrator appointed by the deputy registrar. The administrator has transferred three flats with out the recovery of dues amounting to 40 lakgs plus. Society has the. Recovery certificate. The administrator claims that recovery is not compulsory to transfer the flats. Please clarify
