Building Material Dump Building Material Dump

I have payed challan for building material dump in the month of Jan and we had oral conversation that municipal officer will not come there till 3-4 months but now in the month March they are saying this challan valid only for 2 months and now at the time of slab construction they came when there was material on road just for 3-4 hours and gave notice and said it will reflect in your tax filing and you will get heavy penalty for this. What steps should I need to take in this senario? and when I asked time to them they didn't listen at all and asked for money at that moment only.
