New Borewell

I am currently residing in a four-house apartment that I own, but unfortunately, the apartment is not registered. One of the residents, who goes by the name owner D, has not paid maintenance charges for over a decade, and refuses to do so. Additionally, we have been experiencing low water levels in the borewell, and as a result, the three remaining owners have agreed to install a new borewell, but owner D is objecting and insisting that she not be left out. I am seeking legal advice on whether it is permissible to proceed with the new borewell installation without owner D's consent. Thank you.
It is safer to take the consent of everyone involved to avoid future irregularities or difficulties arising out of the same. Also as it is a four-house apartment, it is necessary to take all the residents in agreement.

Thank you, Sir. Would it be possible for us to come to an agreement that we will provide the water connection only if she agrees to contribute an equal share? Until such an agreement is reached, we will not provide the water connection. Is this acceptable?
