How can we redevelop a property still in shared possesion of Father's wife?

A residential plot+bunglow in possession of 2 of 3 married siblings and our stepmother which was inherited by us from our mother's natural death (father released his share), now as sole co-owners of it we wish to redevelop it into apartments to have individual units, however one room and kitchen is in shared possession of our disputed stepmother who's shared household also it is after marriage to our father. She have filed a DV Maintenance case on flimsy grounds, she is also a working professional as teacher with salary and pension. What duty do we have towards her has adult children and how can we achieve redevelopment of the property without any dispute\stay or hinderance from her side and how can she vacate the premises legally just for demolition and construction?
