Hospital not providing experience certificate

One of my friends is working as a nurse and has signed a 10-month contract with a hospital. He has worked for 7 months and wants to resign and prepare for the OET exam as it's draining to do it along with the job. But the HR says they'll not provide the experience certificate if he leaves before completing 10 months. Is he bound to serve 10 months legally to get the experience certificate, if not what would be the possible solutions he could opt for?

It is advisable to check that at the time if signed any clause where thesis period was mentioned or if its the hospital policy. If that being the case, the hospital can legally not provide the friend experience certificate.
