Can the benefit of OPS be given to someone ( whose recruitment advt/ notification is prior to that of mine) who has joined service after me purely on the basis of notification date of vacancy but I am denied the benefit of OPS ( as my recruitment notification is after 22-12-2003) although I have joined service earlier (March 2005) than my colleague(joined on 2006)
