Refund - sister joined an aviation institution

Sir/madam
My sister joined an aviation institution just after her 12th class ..we paid 15 thousand for fees in institution...due to emergency hospital surgery..we can't go and attend the class ...course is for 11 months...we decided not to go.....we approach the institution yesterday and asked for refund..they said no refund applicable... because of their institution rules...then said we signed the paper that includes the terms and conditions of "fees can't be refunded at any circumstances" we didn't notice ...they just asked to sign the paper..what will we do...we need that money for her surgery we are lower middle class family...can any legal actions taken on this case...please tell it's urgent
