Barricading a public road for parking and charging the residents of the building

I work in co-working space in Gurgaon. The co-working company puts barricading on the public road outside the building and uses the barricaded space to park its members' cars, for which they are charged INR 4500/- per month + GST. This is public road that they are using and monetizing.
A.Dear Sir,
You may file Public Interest Litigation Petition ( PIL) in the High Court and get a direction to remove such Barricades.
