Can the Indian Police summon someone (Indian citizen working in another country) for inquiry just for a complaint (no FIR yet)?

A.Dear Sir,
Usually such thing do not happen but it is in your interest you must attend such enquiry and see that no FIR is issued by police otherwise they may register FIR and get a warrant against you.

They have filed a baseless complaint of fraud against a company for which he used to do part time work. And police have deliberately dragged him knowing that he is abroad. It will be very expensive for him to come back to India just for the sake of this so called enquiry.
