Empty site has become a waste dumping site

There is an open plot right next to my house in Bengaluru. The site owner has left the site unattended for more than 40 years. The site is located in a premier residential/business area in Banashankari - nice houses and lots of businesses close by. The site has become a garbage dumping yard, and people pee on the broken wall. Even BBMP dumps trash in the area. The area stinks and we are affected by this nuisance.
The site owner refuses to care for the land. We contacted the MLA for that area and he has not done anything. Can you please suggest a solution and if possible help from your business.
Is there any law that would be applicable to ensure land owners take care of empty plots. Would greatly appreicate any help you can offer. Thank you
In case no action or reaction is noticed from BBMP then reach out to the office of Minister in chargge of Municipla Affairs and the Dist. Consumer Protection Council headed by Dist. Magistrate for a permanent resolution in the matter.
You may get issue a legal notice to him and also a notice to the BBMP to acquire the said land which is causing nuisance to the neighboring residents.
