my babys passport was lost in Ahmedabad

my baby's passport was lost in Ahmedabad. But Ahmedabad police fails to register FIR and taking long time to get clearance from Commissioner office and Regional passport Office. Can I now register lost passport FIR in other state and try ? Can I write a new affidavit in other state and try? In dome states like Tamil nadu and kerala the process is easier . Is it wrong to do so? And how can I get a remedy for my problem? I mailed the passport office, I tweeted in twitter , I expressed my grievance in social media so that atleast police cam register an FIR of lost passport....why they r not doing it ?

When all your efforts went in vein, you may reach out to the Secretary, Ministry of Homes and Ministry of Social Justice and Empowerment and represent the matter suitably for a resolution in the matter.
When the cause of action happens in Ahmedabad you need to lodge FIR/GD for missing of passport and the concerned Police Station is duty-bound to register your complaint of missing.
