Post name is different but educational qualification is same, University denied my promotion?

However, it may be noted that the subject promotion from one position to other depends upon a well-established policy and other relevant factors.
Position and academic qualification are two different subjects. Only academic qualifications cannot be criteria for a position.
A candidate holding the same qualification can not claim a promotion to a higher position as a matter of right.
Only in case of deviation in the promotion policy of the organization and discrimination in the selection process violating the policy is challengable.
