Not getting acknowledgement

when i was submitting my complaint to college principal regarding unprofessional and abusive behaviour of professor ,i asked received letter from him ,he refused to give me letter .also he didnt give any assurance for solving my issue.is it right ?or he must give letter.?
A.As per general practice it should be acknowledged but the person is not doing so you can send your complaint by registered post with ack due

A.On refusal of receipt of your complaint, you may send your complaint by Speed Post with A/D, Email or through Whats app. But the better one is to send it by Speed Post so that you can track the delivery status online and get the status downloaded and printed out and follow up the reactions. You may endorse a copy of your complaint to the affiliation authority of the college for speedy disposal of your complaint.
