Query regarding prostitution Query regarding prostitution

I read through PITA and I found some areas that I don't understand. Consider a man 'X' wants to take service from a prostitute 'Y'.(X and Y are their names for now). X stumbled upon Y's contact on a website and asked her if she could provide service to him and she agrees. They conduct their business in Y's apartment (prostitute's private residence). The customer, X, approached Y here. Is this illegal? I have understood that prostitution in itself is legal but soliciting and pimping isn't. Consider Y is an independent person and no middle man is involved. If this is illegal, what is the legal way to conduct business with Y. I humbly request to avoid any judgment here because X might have his own reasons for doing this. Also mention if it is illegal to conduct this in a hotel room but with no disturbance to other people in the hotel.

A.Dear Sir,
Soliciting and pimping is illegal and conducting prostitution in public place is illegal. But police people may create documents and evidence as they like.
