Your CTC includes retention bonus of 24 thousand, Retention bonus is eligible on completing 12 months of service from the date of effect. However, it will be paid @ rupees 2000/- pm as an advance. The amount of retention bonus paid in advance is fully recoverable and therefore to be refunded in the eventuality of separation from the services before completing 12 months of service from the date of effect. should i join the company if i have to work only for 8 9 months

Being the condition of employment as such where 12 months of service is mandatory to avail retention bonus, if you join the company for 8/9 months then you have to refund entire retention bonus you received in course of employment at time of separation before completion of 12 months. Now it is up to you to decide your course of action.
