My mother is 78 years old. She is schizophrenia.
My brother has been handling her affairs and has hold over the money. He has turning schizophrenia. Is there any way I can disown them. Is there a way get the money from bank without brothers involvement as he's refusing to sign any document. This might help me out for putting mother in senior care.

Any authority, be it the government or the bank would require a doctor's certificate confirming the diagnosis of your mother and/or brother.
For the bank account, you can through the doctor's certificate get a court order via legal counsel.
The operation in the account will be allowed or stopped only on the basis of a doctor's certificate or court order. If a Power of Attorney is operating the account, the authority to operate the account should be stopped when the customer himself becomes mentally incapable to operate the account.
In your case, you can try and see if your mother grants you power of attorney. That way you can not only have access to the bank account but also make withdrawals.
