College not giving leave certificate

I am dropping out of my BE Course after completing 4 years. But I have subjects pending and will be leaving to pursue another course. I have paid all 4 years fees and have no dues remaining at all. I gave my leave application in person. But after repeated emails to the principal asking for the leave certificate, I have received no replies at all. I cannot make repeated trips to the college because it's almost 2 hours away from my house. What are my options? Do write to the AICTE?
A.Dear client,
we are sorry to hear about the situation. Transfer Certificates cannot be held illegally by any school or college under the law. You must write to the college principal/dean asking for reasons for refusal to grant TC. If for any reason the principal does not reply to your letter you can issue legal notice through a lawyer to the school authorities. You can also proceed to high court and file a writ of mandamus against them. Kindly note when you send letter to the school, please send it through registered post or courier to create record for court purposes.
