Stray dog issue Stray dog issue

There is dog named chunchun in my society. She's been living outside my society premises since she was a puppy. I had build a house for her in the government land three times during the monsoon season but society committee had it tore down, because they wanted to make the government land useful. After the third time the house got tore, the monsoon had ended, so we didn't build anything as such for her. She then used to sit outside th society gate only. Now this year, when the monsoon came, had her house build again in the government land area which is Currently nothing but full of grasses, a place to dumb all societies garbage. But now the issue is that she's coming inside the society and taking people's shoe and biting them. The watchman's are not doing anything and residents are harassing animal lovers and feeders for compensation. The lovers and the feeders don't even invite or feed any dog near the society area inside or anywhere. They're also threatening to relocate them. What should we do.
