Name Transfer of Second Hand Two Wheeler

Hello, I recently bought a used Zest 110 from a dealer named Sabari Automobiles and Consulting. The seller said that there were no problems with the vehicle registration and that the name transfer would be done. Now, I received a call from RTO office stating that there were fines on that vehicle. The Dealer is asking me to pay the fine and do the name transfer. What should I do?

According to the rules, the dealer should get all the fines cleared on the vehicle before it is sold to the buyer.
You can file a police complaint against that dealer.
