central EWS certificate

I want to make central EWS certificate but the issue is , I have domicile of Uttrakhand and I currently reside in delhi having adhar card of delhi , but my father due to job (private) live in haryana and have adhar card and bank account in haryana . So if I were to make EWS certificate which state should I approach to make my EWS certificate as my father's income certificate can only be made through Haryana .

Here are the eligibility criteria of applying for EWS certificate: Candidate must belong only to the general category, Per annum family income should be less than Rs.8 lakh (Income shall also include income from all sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of application.), Candidates should not have agricultural land not more than 5 acres of area, Candidates must have a residential property not more than 1000 sq. feet of area, Residential plots owned in notified municipality sector should be below 100 sq. yards, Residential plots owned in non-notified municipality sector should be below 240 sq. Yards, (Family income includes income from sources such as salary, business, agriculture, private job, etc. and Family includes the members such as self, applicant’s parents, spouse, children and siblings below 18 years of age.) The applicants can fill out applications for EWS both online and offline mode visiting the official website of the authority depending upon the policy of the state government. The following documents are required for the issue of the EWS certificate, your Father's income certificate, your Aadhar card copy, Your 10th certificate copy, Your 12th certificate copy, Your mother's and father's ID, Your ration card, Your property paper/rent agreement in case if you live in a rental apartment, Electricity bill, Affidavit of the applicant for EWS CERTIFICATE. The EWS certificate remains valid for one year. The EWS Certificate of proof can be utilized to avail the reservation for the EWS or economically weaker sections of society in education and government jobs across the country. So you can apply online for the EWS Certificate from any other state, apart from the state where you studied or lived earlier. But in the case of offline mode of application based on the place of Income Certificate issuing authority you need to approach the concerned authority. For further clarification, you need to visit the office of the competent authority, SDM/DN/Tehshildar etc.
