Mentally harassing and destroying our peace

I am a resident of Bangalore. I live in a Flat (owned by me). Neighbor behind my house is having a mentally retarded girl (adult) who screams 24/7 near the windows for no reason at all. The sound can be heard in every corners of our house (even with windows completely shut) and neighboring buildings too. I tried to speak to them but it is of no use, They say the girl is mentally retarded and nothing can be done as they are screaming in their balcony. This person is not even a owner but a tenant. Owners of his building are also aware but take no action. What can I do here as I have no peace in my own house? Will Police complaint help here? What all proofs are required?
