Tenant not vacate

3 tenants in our apartment did not pay the rent and maintenance amount since May 2023, however they started to stay from mid of mar 2023. they tortured the houseowner to provide metro water to bathrooms and washing machine area, as per Chennai corporation rule metro water connects only to kitchen for drinking by separate pipe, no metro connection except kitchen. Also complaining that borewell water is also not good condition, owner replied that its based-on ground water level and area’s sand phase.
Now, they filled the civil suit on owner stated that no proper amenities though he collected 2500 for that, no metro water and not good bore well water etc.
The owner replied them via legal notice that can not give metro water to bath\washing machine\toilet etc as per corporation rule, because each floor 2 portions, so 8 families are there if each one ask like that won’t get sufficient water for drinking since its given for drinking. better you serve notice and vacate. Notice periods given from July to august as per agreement.
They denied vacating and not paying rent and maintenance amount, because of this not able to pay security salary and common EB consumed by lift and water motors, common area lights.
3 times they threatened other house owners politically, saying that area councilor their relative, can cut down metro water, EB etc. at one point of time said that will kill everyone, we filled a complaint and got CSR.
Kindly advise how to proceed further, the owner is a senior citizen age of 76, brahmin person, scared to proceed, so we are planning to help him.
