Check Local Regulations: Begin by checking the local building and zoning regulations in your area. Verify if the construction of the house violates any setback requirements or encroaches on public property.

Document the Issue: Collect evidence of the problem. Take photographs of the house, the snow falling onto the public pathway, and any other relevant details.

Contact Local Authorities: Report the issue to your local municipal or city authorities. This may include the building department, zoning department, or public works department. Provide them with all the evidence you have gathered.

File a Complaint: If the authorities do not take action promptly, consider filing a formal complaint. This may involve submitting a written complaint to the appropriate department or attending local government meetings to raise the issue.

Since the matter pertains to public affairs, you need to file a mass complaint before the Municipal Authority or other competent authority having jurisdiction over the matter for redressal of common grievance.
