Mental harassment -PG

The pg owner showed double sharing room in side by building on 3rd floor but when i came in june he told me to stay just for 1 month in triple sharing as the bed is not empty to which i agreed but then even after continuously asking him verbally & even on whatsapp he said it will take more time eventually i moved to my room on 21st aug but still the cupboard was locked as it had some stuff of previous girl. I stayed at my friends place for 1 night, the next day when i came all the stuff such as cupboard, table, chair & even mattress was changed by some other girl with older stuff which was all broken, i told pg owner about what has happened but he said he can't do anything about cupboard & matress but he can replace table n chair & he covered cupboard holes with tapes & cupboard doesn't even gets locked. Now till date 28th nov- today i haven't kept my things(clothes, shoes, other stuffs) in cupboard, it's all in bags. I have been laid off by my organisation in oct & i told the pg owner on 27/28th oct that i will vacate the room on 30th nov, he said it's ok & now on 28th nov i asked him about security money that when is he going to return whether on 30th or 1st. Now he says he will give it on 10th as that is how he works or he has some system & i used to pay rent to him on 1st of every month. I told him i am not going to leave without security deposit so he is saying u can leave on 10th but u have to pay amount for 10 days. What do i do i can't trust him with the money. He is a person who takes deposit amount from 2 girls for same bed & never fulfills what he says. Can i file any complaint against him?

In the given situation, you may file a complaint against the PG Owner before the Rent Controller appointed under the state-specific Tenancy Act for redressal of your grievance. Additionally, you may submit your grievance before the Public Grievance Cell of the office of Dist. Magistrate/SDM who are empowered to resolve the grievance of the public/citizens under distress.
You can send a legal notice to the PG owner. Take the help of the college/ university authorities if they have supplied you the information about this owner.
