Apps and government jobs

There are two situations:
1) a freind of mine did some sports betting or so in a legal app ,he didn't find anywhere it's not legal as he says, though he left it 2 years ago, now a government aspirant,can't delete it because no information of the app, uninstalled but the account might be still there, is cautious since thinking it might hamper his job process,he is not currently involved or will be in future,he is cautious about the background check
2)its way back 5 years ago,he was a minor download an app which gives credit,points for downloading apps,daily tasks and so, not at all fantasy or sports related,app download, video watching, referring,daily rewards,such and such only,credits were given,can be converted later to money,never took any money,deleted 3-4 years ago,will background check for this particular app hamper him getting a government job,this is a small app and so,will such oldest app downloads and all come in background checks,is downloading such small apps hamper him?
Please tell about both since the first one seems little big ,later not so much

So, you need not to worry about your Government jobs
