Complaint to higher authority

I had applied for attestation of mutation on 21 dec 2023, on 22 Jan 2024 patwari rejected my online application on last day on providing me service as per PSGA,2011. Even many times a patwari said I will do I will do but he didn't done my work. Because he wants bribe from me to proceed. He rejected my application with explanation that I fill wrong khasra no. And not submitted proper documentation but I know I did. But if by mistake I did enter wrong khasra no. He should forward the application to me again for editing the details but he purposefully do this at last day. He said again apply new application, I will do I had applied new application on 23 Jan 2024, but he again doing same thing did previously.
So please help me what should I do.
Should I write a complaint letter to tehsildar, ADC or DC Of my district with explanation of harrasment by patwari. Will they take action against him or not

The Prevention of Corruption Act of 1988 considers the non-performance of public duty as an offence. So, in the given situation, you can file a complaint against the concerned public servant to the higher authorities for necessary action failing which you can file a complaint against the concerned public servant under Section 7,/ 7A or Sec.8 of the Prevention of Corruption Act, 1988 before the Court of Special Judge appointed u/s.3 of the said Act seeking appropriate relief in the matter.
