I worked in Velammal vidyalaya Mangadu school from the month of June 19 th till 13th of April.I informed them prior in the month of December that I need to relieve in the month of April since I got new offer but they were not releving me .so I informed them n joined in another institution on 15 th of April. As I was not able to complete till 26 th of April i. e for 13 days they are holding my certificate n not giving my salary

Not completing and serving the notice period in the existing employment would amount to breach of employment contract and for that the employer can take any action as mentioned in the agreement.
What you can do is negotiate with them and pay the salary in lieu of the unserved notice period. Then ask them to return the original docs.
If they do not listen to you then send them a legal notice through a lawyer followed by some legal action, if required.
