When the verbal request does not resolve the issue, you can serve a legal notice to the neighbour asking him to reinstall the AC outlet in other convenient places. If no development is observed, you can consider filing a suit for public nuisance against the neighbour under Sec.268 of IPC. But it is always advisable to try your best to resolve a mere issue with your neighbour mutually and amicably for the sake of peaceful co-existence otherwise litigation may worsen the situation more.
