Regarding installation of lift

Where in a flat,several owner of the flat are not wants to install the lift but only one owner wants install lift due to his oldage.In this kind of dispute.Is there any high court or supreme court judgement in this regard?

A.Every building has its rules and bye laws which shall be acting as a guiding authority here.
