I want to know bye-laws for keeping pets in an apartment.

I live in a flat and i'm a landlord also.I have a cat and her little baby which is 42 days old.In this property agreement there is not mentioned that pet is not allowed in this flat but the Other owners of this flat do not allow me to use the roof and staircase for my pet cat.I told them that if my cat was urinating there, I would definitely clean that place.They're treating me badly.So i want to know the rules to keep a cat in flat..

A.go to the nearast police station and apply for licence . society pepole nothing any such rights to privent you

A.If the bye laws are silent they can be used in the positive way. Ie. Pets can be allowed.
