Regularisation of service book reg.

In my service period I was transferred from Mayurbhanj to Baleswar. 23days gap except transit period had been made during joining without any leave taken for which my service book not regularize and one increment being stopped. Now when i asked for regularize they (higher authority) wanting for leave application which is not exist. So want to know 'Is there any govt. Service rules for regularize my service book? Plz tell
